Designing and facilitating three stakeholder workshops to communicate the proposed changes to the Biodiversity Offset Payment Calculator.

NSW Biodiversity Conservation Trust (BCT)

 

Challenge

The BCT plays a critical role in the NSW Biodiversity Offset Scheme (BOS) by delivering offsets transferred via payments into the Biodiversity Conservation Fund (BCF), including managing the BOPC. The current calculator, established in October 2022, sets charges for proponents who choose to transfer offsets by paying into the BCF. The BCT is currently proposing changes to the BOPC to effectively deliver offsets into the future and simplify the process to create a quicker and easier experience for users. LKB’s Founder and Managing Director, Lucy Beytagh was engaged to design and facilitate the workshop series and reporting.

Interest groups included in the workshop series were development proponents and credit sellers and accredited assessors.

Strategy

To deliver on the proposed changes to the BOPC order, Lucy helped design a series of workshops that explained the existing process and compared this to the proposed changes for both stakeholder groups.

Three workshops were delivered, one workshop for proponents and two for credit sellers and accredited assessors, to share the proposed changes to the BOPC and provide an additional feedback channel to the online submission process. The workshops were designed to give stakeholders the opportunity to ask questions about the proposed changes, put forward their comments and draw out insights to inform the changes.

Workshops were delivered online to accommodate participants attending from regional and rural locations across NSW. LKB administered the webinar platform and moderated each session.

Results

Three stakeholder workshops with competing perspectives to provide feedback on the proposed changes to the BOPC order.

Extensive insights captured to inform future changes to the BOPC.

Over 180 participants attended the three workshops and more than 55 questions and comments were addressed during the session.
